City Clerk's Office 

The City Clerk’s Office is comprised of City Clerk Sharon Sweeney, Deputy City Clerk Gail Bartelt Senior Clerk Laura Fast and Administrative Clerk Karen Melone. The City Clerk serves a 4-year term and has responsibility for the following City functions:

  • Record all ordinances and resolutions passed by the City Council and forward to appropriate media sources if such legislation requires publication.
  • Issue and attest under the Corporate Seal of the City, all licenses granted by the Mayor and City Council, and keep a record of all licenses granted, transferred or revoked.
  • Issue notices to the members of the City Council when directed to do so by that body, also to the members of the different committees and to all persons whose attendance is required before any committee.
  • Prepare special meeting notices and cause them to be served on the members of the City Council.
  • Keep the Corporate Seal and affix it to all documents and papers that are required to bear the official Seal of the City.
  • Be the custodian of all documents belonging to the City which are not assigned to the custody of some other officer, and keep a record showing all of the officers and regular employees of the City.
  • Hold the office of City Collector, those duties are defined as follows:
  • Receive all City revenue from sources other than taxes, and to transfer all such funds to the City Treasurer.

  • When required to do so by the City Council, the Collector shall also prepare written reports of all money collected, the account whereon collected or any other matter connected with the Collector's office.
  • Between April 1 and April 10 of each year, the Collector shall file in the office of the City Clerk a statement of all money collected by her during the year, the particular warrant, special assessment, or account on which collected, the balance of money uncollected on all warrants in the Collector's possession, and the balance remaining uncollected at the time of the return of all warrants which the Collector returned to the City Clerk during the preceding fiscal year.
  • Report all delinquent special assessment accounts to the County, on or before August 1 in each year, as required by chapter 24, section 9-2-82 of the Illinois Municipal Code.
  • Appointment of Deputy Collector, who shall have the power and duty to execute all documents and do all things required by law or ordinance to be executed or done by the City Collector. The office of Deputy Collector may be held by the same person who concurrently holds the office of Deputy Clerk, in which case the Deputy Clerk shall be the ex officio Deputy Collector.
  • The Deputy Clerk has the power and duty to execute all documents required by law or ordinance to be executed by the City Clerk and affix the Seal of the City thereto whenever required.
